The consumption of alcoholic beverages has been steadily decreasing in France for several years, but an alarming new form of alcohol abuse has occurred among young people. The 'binge drinking' consists of heavy consumption of alcohol with the primary intention of becoming intoxicated in a short period of time. It concerns mainly teens who are between 12 and 16 years old. This pattern of consumption is increasing rapidly among young people, particularly in the United Kingdom and Ireland where it is considered as a major public health problem. The teens clearly seek the drunkenness and don't even try to hide it, they get drunk now in the street. In France, 16% of the 13-year-old and 41% of the 15-year-old people have already been drunk, and 26% of the 17-year-old people claimed they have been drunk at least three times in the last twelve months. Unfortunately, this phenomenon is becoming a major society issue.

II) Consequences Between 2004 and 2007, emergency hospitalisations for drunkenness concerning teens under 15 increased by 50% in France. Most of the time, they are admitted for ethyl coma. But sometimes, they are admitted after vehicle crashes of fatal accidents in which the driver is between 18 and 24 years are accidents in which one of these young drivers had a positive blood alcohol level. Nowadays, this concept is forbidden by the law but there are still bars which do it. Some also practice “happy hours”. It's a little like open bar but instead of distribute alcohol free the price is reduce during a period, often it's half price . Sellers don't respect enough the law, indeed the law says that we don't have the right to sell alcohol to people who are under 16 for beer and wine, and under 18 for alcohol and spirits whereas we can see that young people have easy access to alcohol.
