On 29th March 2004, Ireland became the first country to protect non-smokers with the prohibition of smoking in the majority of workplaces, including bars and restaurants. The Irish have traditionally a worldwide image of drinkers and smokers but in general, they respect the ban and the population agrees with this law. With their image the Italian case seemed to be more complicated, but Italians accepted the law on January 10th, 2005 which prohibits tobacco in all publics areas. This case is very important, because the French became more aware of the situation in their country. The actual situation in France is the Evin law which is not really respected by the retailers. This law prohibits the promotion of tobacco and compelled the restaurant to make places reserved for smokers. But as we know, France is the country of the human right and the café-fag has an important place in the French culture. A new law is going to change their habit and to take a part of their liberty. But the principal problem is the retailers situation. With the increase of tobacco price, tobacco sellers have economical difficulties and a ban of tobacco in public areas could be dangerous for employment in this sector. But on the other hand, studies prove that the turnover and the employment in restaurants and bars progressed after a tobacco ban.

[...] The French culture of the break so called “Café-Clope” France has by tradition a very important culture of the café fag thanks to its culture of the “cuisine”. In Persia, in the XVIth century, cafes were called qahveh-khaneh. In modern Iran, they are always frequented by men who often exchanged games and music for the television. [...]
[...] " Nevertheless, the Smoking-ban did not fall as a chopper. The owners of cafes, restaurants, hotels, and discotheques, but also rooms of sport and games, as well as the administrations and the companies, had a delay of two years to conform to the rule, notably in specific premises for the smokers. For lack of having made it, it is the zero tolerance which had been applied on January 10th Less than of establishments had equipped themselves with it explains Giuseppe Dell' Aquila, of Confersercenti, a confederacy which includes companies of the business, the tourism and the services. [...] This loss of turnover - is not thus directly attributable to the smoking-ban. Le cas de l'Irlande (où l'interdiction totale de fumer dans les lieux fermés est appliquée depuis mars 2004) devrait suffire à les rassurer. Dans les six mois qui ont suivi l'entrée en vigueur de la loi, on a certes observé une baisse du chiffre d'affaires dans ce secteur. Mais ni plus ni moins que les autres années à la même période. Ce n'est donc pas une conséquence de la loi assure Gérard Dunois. [...]
