Renewable energies are playing an essential role regarding to crucial issues raised by the fossil fuels (scheduled exhaustion, pollution, global warming, energy dependence …) Various countries are working on this problem and switch more and more to sustainable development investments. Actually, Spain is nowadays deeply focusing on renewable energies. The country is almost totally dependent on energy imports (82 % of its consumption against 50 % of EU average) and is a bad pupil of Kyoto. Spain chose to promote renewable energies, first and foremost wind energy but also solar energy, rather than developing nuclear energy.
On that point, the government position is against construction of new power plants. However, energy challenges are particularly important and the objectives of the Kyoto protocol won't probably be reached;(+52,3 % of greenhouse gas emissions in 2007 compare to 1990 the relevant year, instead of a 15% maximum granted to Spain for 2012). Moreover, the oil crisis entailed the implementation of urgent measures: on July 8th, 2008, the Commerce Minister, Miguel Sebastian announced a plan of 10 % reduction of the imports of oil within two years, which comes to complete the Energy Efficiency Action Plan 2008-2012. Moreover, the multiannual plan PRE on 2005-2010 “Plan of Renewable Energies” has the objective to reach 12% energy produced.
