The issue of climate change is now a global problem, which all European countries take into account. However, fluctuation in global temperatures is not a recent phenomenon. Periods of warming and cooling have occurred for centuries and are classified as a natural phenomenon. Nevertheless, the presence of 'greenhouse gases' in the atmosphere has considerably increased since the beginning of industrial activities. Industrialization is based on the use of fossil fuels to produce energy. These fuels release carbon dioxide into the atmosphere. The consequence is simple: Carbon dioxide (CO2) enhances the natural greenhouse effect, which keeps the biosphere within a temperature range that is able to support life. In addition a huge concentration of CO2 increases global warming. Thus, the fight against global warming is becoming crucial and a subject at the centre of all national and international political discourse. Though environmental policy is still the target of every political discussion, some countries such the United Kingdom began dealing with pollution in the nineteenth century.
