Many historical American partners have recently faced institutional challenges. Indeed, the hope emerging from the "Arab Spring"for democratic transformation has been very strong throughout the Middle East. Tunisia is one of the few Arab states to become a stable democracy. But, elsewhere, the result has been instability and authoritarian governments and has necessarily complicated the foreign policy of the USA. It is possible to distinguish 3 groups of states.
