Since the 1980s, the European football has become a large business, with very important financial stakes, but this model is hardly accepted in France. Consequently, the French football is suffering from a relatively low level in its championship. The results of its clubs in the European Champions league are worse than the English, Spanish, Italian or German clubs. French football is inefficient and not really competitive compared to the other Europeans countries and in addition, all the best players are playing aboard. With more financial means and because of the abundant circulation of people, the richer championships have gathered all talents and become much more attractive for supporters. French football needs to find a way to develop its efficiency and fill the gap with its competitors. Two main strategies are currently envisaged. First, a lot of institutions are supporting the idea that the European football needs to be regulated in order to have a fair competition. Secondly, there are a lot of measures that the French football needs to adopt concerning formation and financing, that could have a real potential to improve its attractiveness.
[...] The problem is always the same: it creates imbalances between the clubs. That's why the FIFA and the UEFA have both proposed a system of regulation. First, the UEFA organization has already implemented a rule: this year, each club must have a minimum of 8 players trained locally in a group limited to 25 players. But there is no obligation to make them play The FIFA has proposed to adopt the rule of the 6+5. This rule consists in making compulsory the presence of a minimum of 6 players at the beginning of the match in the team, that are able to be selected in the national team of the club's country. [...]
[...] Introducing a salary cap Another idea that is nowadays proposed in order to regulate the European football and solve the French problems is to introduce a salary cap. The salary cap is an upper limit of the players payment by indexing it with the club's (or the league's) turnover. It consists in limiting the ratio [Payroll / Turnover]. This could avoid very aggressive policies of the richer clubs that recruit all the best players and outbid the salaries so that it has become the first source of spending. [...]
[...] Several ideas have recently been proposed by many icons of the world of football and organizations such as the UEFA . Implementation of an organism of management control In France, Germany and in the Netherlands, the football clubs are subjected in a system of control of their financial and legal situation. It's not the case in the other countries. And that is the problem: this leads to a disloyal competition and inequities in the European football. Some clubs can participate to European competition even with strong debts, some others can't. [...]

[...] Indeed, we can consider that this recruitment is too large. In France, more than 400 players enter a formatting club every year, but among whom only an average of 75 will become professional. Average budget of the European training clubs in first and second league Consequently, the budget for formation is nowhere so important: 3.5 for a club in L1 in average Reducing both the number of young players in the formatting centers -by selecting only those who have the higher potential- and the number of centers could have two main consequences: - Reduction of the global cost of formation and transfer of budget for the purchase of good players.
