Dubai is at the same time a city and an emirate of the United Arab Emirates.
Though Dubai is not the capital of the United Arab Emirates, the largest emirate or the most populated one, it is the most known of the seven emirates which compose the federation. This fame is due to the huge media coverage of tourist projects like the most luxurious hotel Burj-Al-Arab, and the sparkle of gigantic real estate projects like the Palm Islands, an artificial peninsula created in the shape of a palm tree; 'The World', an artificial archipelago which reproduces the chart of the world; Dubai Marina with particular and disproportionate architecture, and the highest building of the world, Burj Dubai.
These projects are presented as having the potential of becoming the first destination world of tourism of luxury a few years from now, and of becoming one of the world's poles of familial, business, and commercial tourism.
The huge project, called Dubai land, is a reflection of what Dubai wants to be. The substantial investment (US$70 billion) reflects the involvement of Dubai and its attractiveness. The complex will be composed of 4 entertainment centers, with about 40 attractions, hotels, restaurants, etc.
[...] Deadlines are very important, and this aspect cannot be neglected. If they want to be competitive and set their goals, they must open all the entertainments on time. We may be able to do this by making contracts stating that penalties will be applied if deadlines are not adhered to. The new manager must recentralize the project. Everyone involved has his own task to perform, and delegation is not always possible. He may thus suggest hiring a manager for each project that the Dubai land has, and this person would report the global evolution for his part of the project to him. [...]

On one hand this could be dangerous as employees may feel that they are not trusted, but on the other hand, it would allow us to avoid failures, by avoiding mistakes that could pose a problem at the end of the project. This is a real challenge for Christian Perdier, because it could generate conflicts in a team. That is why communication is very important between all of them.
